Should Makeup Ads that use Photoshop be Banned?

This gorgeous Christian Dior ad featuring Natalie Portman has been banned in the U.K. after competitor L'Oreal filed complaint that it is misleading. Now, we all know that excessive (sometimes overly excessive) post-production editing is used to touch up ads almost always. But do some go far? They are arguing that the mascara alone would not be able to separate, curve, and increase the length of each individual lash as shown in the picture... which is more than likely true. However, everyone does it.This photo actually was originally intended to be for a lipstick ad. Im interested, what do you think? 
Should this ad be banned?
